My daughter, Healthy Chick (#1), made the above shower curtain from a remnant she found at the fabric store. What she did:
Cut the remnant in half and sewed the two halves together at the selvages, making one wide piece
Hemmed the bottom,
Folded the top over, underneath the folded edge placed a strip of
interfacing. Then she made one-inch
button holes
evenly spaced to the number of shower rings she had in the package.
To finish it, she hung the new curtain with a standard
inexpensive shower curtain liner.

You can see the button holes a little better in this picture. The fabric was wider than the plastic liner, but the excess fabric pleats out just beautifully, no need to worry!
Mom's note: Since it's a sheer poly,
if it gets wet it will dry out in no time flat!
